The execution of Ronald Phillips will go forward as scheduled on November 14. Governor Kasich denied clemency, saying, Phillips “had not met his burden of persuading the court that he is substantially likely to prove unconstitutionality and prevail in this litigation.”

The new lethal injection protocol calls for compounding pharmacies to mix pentobarbital or to administer Midazolam and Hydromorphone.

Kevin Werner, executive director of Ohioans to Stop Executions, said, “It really doesn’t matter how we’re executing people, it’s the fact that we are executing people. Experimentation with drugs is another signal that our death penalty is broken and needs to be repealed.”
