Prison Records Falsified the Night Inmate Committed Suicide

At least one prison guard falsified an electronic log documenting checks on Billy Slagle, a death row inmate who committed suicide just days before his scheduled execution.

A video shows prison rounds conducted later than indicated by the log and came in one-hour increments, instead of the requisite half-hour increments.

All six officers on death row units that night were relief officers with no death row training. One officer was still on probation.

Slagle’s execution was on track, despite a plea for mercy from the Cuyahoga County prosecutor, who argued that Slagle should never have received a death sentence. Under current policy, the prosecutor’s office would not have pursued the death penalty in Slagle’s case.

Slagle died unaware that his attorneys planned a last-minute appeal based on new evidence that Slagle was offered a plea deal before his 1988 trial, but that his attorney never informed him of the offer.
